Development of energy services and renewable energy sources and potential for the regional economy and employment In the framework of the struggle against climate change’s policy, efforts in matter of energy efficiency and development of local and renewable energies will have effects on employment from a qualitative and a quantitative point of view. Jobs creation, mutations and transfers from an economic sector to another will occur but have to be anticipated and accompanied. The results of the study carried out by the European Trade Union Confederation (ETUC) entitled “Climate change and employment” have been recently published. They confirm that in the framework of a 30% reduction of greenhouse gas emissions in the year 2030, the loss of jobs in the sectors that consume the most energy (cement works, iron and steel industry…) would be less important than the job creation in the sectors of electricity production (growth of 12%), building (growth of 14%) or transport (growth of 30%). The study stresses on the importance of the accompanying actions to favour the development of these job creations. These items stress some other results coming from studies at national or regional coverage, even if their scope are not always the same. In France, studies carried out by ADEME or SER allowed estimating the potential jobs (direct and indirect) in the fields of renewable energies and energy saving works undertaken in the general public sector. However, beyond quantitative results, only a few studies are dealing with the qualitative data on professions and competencies, particularly in the scope of energy efficiency that is linked to different activity sectors and professions. At a regional level, ARENE, as a regional actor in the field of sustainable development, has initiated into reflections on the development of activities and jobs’ potential in the energy efficiency and renewable energies sectors. The Ile-de-France Region has launched a regional Plan for Energy 2006-2010 for which 122 millions euros have been allocated. This Plan aims at developing renewable energies in order to fight against the climate change. The conference day should give rise to debates based on these actions and studies and particularly the study carried out by ARENE in 2006, in the light of the European and national context. Moreover, the conference will contribute to the sensitisation and the mobilization of regional key players about the jobs transfers created by the efforts in matter of energy consumption’s decrease and of dissemination of renewable energies.
